Something to read over downtime

After the devchat, we still had a number of extra questions. We sent a selection of them off to our friendly CCP devs for some responses. Finally, in between beer and coding for Kali... err... Revelations, they found some time to respond!

<The_Guardian> Will lasers be getting any changes in the foreseeable future to put them in line with other weapons?
Tuxford: Lasers themselves probably won't get a much change. However the primary concern that people have with lasers, that is omni hardeners and oversized plates will be looked at. People might think that the problem with omni hardeners is that we gave the passive one a little boost a while ago is the source but I'd say it was really the changes to stacking penalties. The changes to stacking penalty make it so that you don't start taking significant reduction in the efficience of the hardeners until third and fourth hardener.
<[EA]Woebringer> In regards to faction ships: They are kinda sucky now aren't they? Any plans to make these expensive status symbols actually useful?
Hammerhead: The short answer is no there are no plans to change faction ships. Faction ships are meant to be expensive status symbols. Their power is supposed to be somewhere between tech 1 and tech 2.
<[CRC]Xorus> Just wondering if there are any plans to make some of the more useless T2 ammo (hail) a little less crippling to all ships and make it a little more useable
Tuxford: Yeah. For example the Hail has a rather crippling velocity penalty and javelin has similarly crippling shield hitpoint penalties. Of course other more overpowering attributes of the ammo will be addressed as well
<[veto]Xeom> Are CCP planing to "buff" piracy any time soon? And when i say a buff to piracy i really mean low-sec.Currently its either 0.0 or high-sec no point in being in the middle.0.0 being much safer too.
Hammerhead: I'd certainly be interesting in hearing suggestions as to how we might "buff" low-sec piracy. What do you think is the reason that 0.0 is safer than low sec? What I [would] like to improve is the smuggling mechanics and let players become customs officials. I think there might be more potential there to get players interacting than there would be in trying to find more targets for pirates to gank.
<SharG|> With ships like Ishtar, Vagabond or Curse it seems that Caldari are now the only race without any T2 cruiser size ship able to solo pvp, even bigger targets. Is there any chance we will see some change, like, for example, small drone bays for Caldarii HAC's/Recons ?
Hammerhead: Are you saying you think the Rook doesn't fair well in solo PvP? I find it quite capable of taking on PvP 1vs1 and when out numbered. Solo PvP is always a case of picking your battles though isn't it?
<[EA]Thazaleh> with Teir 2 BC being leased are there any T2 varrients being planned? And are there any plans yet for T2 battleships?
Hammerhead: Of course there are plans for more T2 variants of ships that don't yet have any T2 version. Expect to see T2 battleships that add some sort of flavor other than just being battleship sized HACs. Something like jump drive capability or a mini siege module perhaps. There are no concrete plans for those yet though, just some ideas in the backs of our heads.
<[EA]Woebringer> How do you feel about the current "omni" modules such as omni ECM / EANM's / Invuln fields.
Tuxford: Well three of EANM give similar resistances as 1 of each type specific one. We might nerf the omni's or change the damage specific ones, but it will be looked at.
Hammerhead: I tend to use a lot of EANM so they might be a little over powered.
<Trigger64> Q: With the mini professions and constellational sov. is there the possibility of player gate control, i.e allowing +5.1 < into system x?
Hammerhead: I'm a little dubious about letting people just close off access to parts of space with no counter. I don't see how that really adds to conflict or interaction between players. Plus there is the fact gates jump you out of a system to somewhere else, not jump you into a system. One thing we most likely will do for Kali 2 is to allow alliances with constellation sovereignty to anchor sentry guns around gates in the systems they control. These guns wouldn't be configurable to shoot neutrals but they would stop aggressors from camping your gates.
<Lallante> Capital Ships and POS warfare: Currently the most boring and buggy aspect of Eve, albeit for alliances one of the most important. How is it going to be fixed?
Hammerhead: This will be fixed by players submitting bug reports, then bug hunters will filter the bug reports, then QA will assign defects to the proper programmer or content developer and that dev will fix their defects based on some priority. The fun factor aspect will be looked at during the whole player infrastructure / factional warfare design process of Kali 2. Our goal being more sub goals and things to do besides just sitting and shooting at a tower with eleventy billion shield HP.
<[STAR]Myotis> Will emphasis continue to grow on capital manuvers, or can we expect to see "POS Warfare" take a more of a backseat in Territorial warfare?
Hammerhead: If I could wave a magic wand and have everyone play like I want and the game changed to suit my will then you'd see more small unit tactics; mixed fleets of 20 vs 20 would be normal with more 5on5s happening. Large blob warfare wouldn't be common. Hopefully we'll be able to add some new game mechanics in Kali 2 which promote more small scale hit and run style tactics to go along with the large scale siege warfare we're seeing these days.
<[BH]Kotoba> What would you like to see happen with planetary control, if it is implemented?
Hammerhead: There isn't enough room here to talk about all the things I'd eventually like to see in happen on the planetary side of things. Think something along the lines of Sim City meets Supreme Commander. Before we get to that point I'd like to see a planet's resources affecting supply and demand of trade goods and the delivery of resources to a planet affecting the planet's population which affects the planet's value.
<Viceroy> High Sec has been overbloated with people since lvl 4 agents came out, when can we expect this massive flaw to be addressed?
Hammerhead: It's true, people used to live out in 0.0 then we got the lvl 4 agents and now we have the Jita problem. We should remove level 4 agents from 0.5 and above.
<Chadk> Related to the question about missions. Are there any changes to belt rats comming soon? As it is now, ratting(And even missions) can be very borring, compared to the reward
Hammerhead: Exploration is supposed to solve this. We'll see how well it goes in Kali 1 and then address concerns as they crop up.
<ToxicFire> Can you explain why for some reason regions have multiple pirate types ie angels and sansha that are not controled by any visible system and if there is a system any chance of a pointer?
Hammerhead: It shouldn't... we need more details, a bug report would be great.

kieron: No, but it was enough to cover more than a year's worth of beer.
